happened on my prostar. It turns out the cab controller thought the keyswitch was in the ACC (to the left) position, or that it was cranking position all the time.
everything worked great but steering-wheel functions like cruise etc. refused to work. It was almost just like you describe.
it was a 5a fuse that had tarnished pins going to the cab controller. It took a couple days of scratching heads to find it.
