A CM870 turbo is air actuated with a simple air-cylinder. It does not hurt it at all to remove that air cylinder and test the control arm by hand.

Okay cool thanks, is any noise normal when moving the contral arm back and forth?
Like a knife going into metal sheeth, thats the way it sounded , sounded clean but still something
Who is "the turbo company" your referring to? if you got that thing from ebay or somewhere other than Cummins, your likely pissin in the wind trying to get it to work correctly.

Not ebay, company called {name removed} . Seemed descent
Send it back to them for as much of a refund as you can get and go buy a real turbo from cummins or YTS down in Georgia. Although I've heard that even he doesn't have the right jig to get an 870 turbo just right. Maybe things have changed with that ?? call him and see. 678-588-6197

Okay thanks, i will check them out, one more question, when the truck is cold and hasnt been started the actuator arm is supposed to be in the up position correct?

if u crank up the truck with the control actuator off of it you should be able to press the control arm down, and it should move back up on its own fairly easily from the exhaust pressure against it at idle. If it hangs up, or especially if it hangs up in the full down position then something is wrong with it.
This style turbo wouldnt cause the truck not to start if not working properly right? Truck blew turbo then i cleaned up everything install new turbo, now its just cranking slow
No it would still start
