I would say that you may have to put socket on then stick with hammer. I would also use a impact hand driver with a socket the shock my get it. I think the biggest problem is that bolts will be siezed in the actutor because it's aluminum.

So this was the issue. I pulled off the actuator and ran the install procedure and it failed. Turbo was ok and moved nice and smooth.picked up the actuator for 436.00 at the local cummins dealed. Install went smoothly and truck is running great.I wanna thank everyone for the help and advice.

The thing that concerns me is ne codes that bad actuator should have lit up the dash like a christmas tree.

I saw this many times , no code no warning lights just silent derate. Some trucks had this code suppressed via c@lternn.

Yea I thought it was strange it didn't give me any codes. If it wasn't for the boost gauge I wouldn't have noticed until I got a heavy load which I don't do many of.

It is not factory block i can tell you that. I have never seen this fault blocked from factory.
