After a new fuel pump head, actuator, fuel rail relief valve, pressure sensor, injectors, and a lift pump. It finally works as it should. The lift pump was the final culprit. Its tough when every part you test fails and it still doesn't fix it. The lift pump never tested bad though. It ohm'd out correctly, it ran, when I did the low pressure test for it, it passed. But, I got sick of it and threw a new one on there and it solved the issue of no pressure in the rail. Now to fix the other issues lol. PTO is leaking which means I have a bad seal, gotta pull it to figure out if its on the pump or the pto side.
