Use a paint brush on a stick + some diesel fuel to break up all the black sludge off the side of the engine, around all the components ... clean it all up followed by soap and water rinse to get all that black crap off of it ... - No way I would work on an engine that filthy... opening or removing any components/covers up would contaminate the whole engine.

Then ... Start by drilling out or putting a maint.-free crank case filter in it. If there is any crack case fumes buildup due to the engine not being able to expel its blow-by well enough then oil will find a way out of every place that it can find.

Next is to fix the valve cover gasket and seal the engine brake harness plug properly. - To me it looks a lot like the valve cover gasket is leaking + engine brake harness. They can seep if not sealed properly.. but crank case fume buildup can make them much worse. - There should never be ANY crank case fume buildup inside an ISX. It is extremely harmful to them and wipes out overhead cams, causes turbo to bleed oil and all sorts of other nasty failures after a while.

After ensuring it cannot build up any crank case fumes or positive pressure inside the engine any more + a proper cleanup ... find any remaining oil seepage, where its coming from.

Also, if the oil on the outside is that black and nasty.. whats the inside of the engine look like?. - It likely has to be soot-packed all the h#2ell and beyond too. Probably so bad that if you put fresh oil in it and 10 minutes of run time later, its jet black?. - To me this screams of abuse and/or severe neglect. Even the wiring harness on the outside looks half rotted out and falling apart too.
