C15 oil delivery - Rig Wrench - 03-21-2017

I got an issue has me a bit stumped. On a fresh c15, single turbo. Getting 80psi oil pressure cold, oil delivery to the jakes, but its not flowing out and covering the rockers. Gonna pull them apart, I'm just lost cause I could see if there was no oil goin to the head, but te jake solenoids are functioning fine. Only ran it long enough to check and find the issue. Any one see ever see this?

Don't know if it relates but on my old cat 3176 it had special bolts with groves in them to get the oil up there.

Got it situated. Pulled the rockers and couldn't find anything wrong. Ran it again but for a little while longer, oil started pouring out the correct places. Thanks for the replies
