Ok so I checked the whole truck and no air leaking I then took the line off the air compressor and it was hardly any air coming out

if truck had built its 130psi or so of air the governor is flipped causing the compressor to not make air pressure so that way its not sitting there overheating itself with compressed air that cant go anywhere.

I’m thinking it’s the unloader valve because it was running for 15 minutes and was not building air and then when I ran up the rpms to 1400 it started to build

Thinking it could also be the governor

Thought I would just update everybody that it is not a clutch fan problem I believe it is a air compressor or air compressor head problemThank you everybody for the help
