Auction sale cm870 Runs like crap

I bought a ihc 9900 in a local auction with a 475hp cm870. picked it up at the owners yard and he told me it was a great truck ready to work but it ran rough when cold but smoothed out after it warmed up and that he had swapped the head to try fix it. Anyway got it home and hooked up to a set of super bs and it is completely gutless and will only pull 10psi boost. Looked under the hood and the egr valve is unplugged flex pipe is gone and the egr cooler looks to be filled with spray foam and I have 2 egr codes.im thinking I should get it de mandated as it is legal in my neck of the woods. I read on here that I should not take it to just any shop to get it de mandate does anyone know who I should talk to for a reliable de mandate.

There's a big plug on the underside the head where the intake manifold is. Make sure it isn't missing. Talk to forum member Running Rough about getting the file straightened out. As for the EGR cooler on the 870, you can actually completely remove it and freeze plug the block and get the thermostat housing without the elbow. The exhaust manifold get another rear section and flip it to the front and tap it for the exhaust pressure sensor tube. Keeps the vgt working properly.
