They will touch the head if the exhaust valves are open and you rock them by hand. When the jakes are engaged, a piston pops out of the adjustable end so that the roller contacts the cam.

If they flop around with very little effort and don't feel like they are seating firmly then you will need new rocker shafts and a detent kit.
