ISX 15 CM 871 Crank but wont fire After new Starter

I once had an ISX 15 CM871 that was a crank no start after sitting for a while. The issue was present after sitting overnight. You could get it running on ether and be fine for the rest of the day. What I found on this one was the ECM. It was not supplying the right amount of voltage to the fuel shut off actuator. Check the voltage at the fuel shut off actuator to make sure you are getting 12 volts while cranking. If you don't, it will never start.
