that looks like a surface crack/ fracture from heat , u will get them on a flywheel surface also slipping the clutch to much , pad he could go another year or 2 , but if hes putting new rotors new pads is the way to go , keep the old ones in case a calaper freezes up and wears out a pad , rotors don't look to bad considering he runs in salt , nothing is very good any more when they all cut corners hear and there , more chrome / higher grade steel and they would rust less and last longer , but then u would buy less parts
