More than about 4,000 PSI in 60 seconds and it definitely has a leaky rail. Could be injectors, could be the pressure relief valve, or even the fuel pump. I don't own a 2250 so the other questions you are asking, I do not know some of the answers to. Has anyone checked the Doser injector to see if it is leaking fuel or coolant? Coolant intrusion to those components wil make the DOC not function properly and wash out its chemicals. It will make it difficult to regen. Similar issues with the SCR can too.
