Try retensioning all high pressure connectors. You should be able to hold rail pressure for much longer than you are. Don't worry about the fluctuating fuel pressure with engine off - It's completely normal. Think of how big the steps between readings would have to be for a sensor to read accurately over a range of 30,000psi.
