DD15 PLV failed to close

hello,im working on a detroit DD15 freightliner cascadia, it display the PVL code, the fuel pump was previusly changed. already change the valve, reset code and reset PVL counter, but it only runs for 5 minutes and then the code comes back with a power failure, then a reset code running and it comes back in 20 seconds, already check for leaking issues and it does not seem to be a leeking problem,can someone point me in the right direction or tell me what to do next
