Pull it down completely and set the liner heights correctly, replace the head with a brand new one right from Cummins( your "rebuilt" head is a paper weight) and re do the bottom end while your at it.

I can see a lot of engine problems in your future if you don't get ahead of it right now. If you can't do the work yourself then tow it to Haggs down in Georgia. Otherwise your pissing in the wind.
