| RE: no accelarator responce after start monitoring the throttle input signal and the fuel control state in the ecm would tell you if it is something in the computer holding it back... and what it was... or if the thing is simply not getting a throttle pedal signal. you also did not mention what kind of truck, engine, etc... or some history on the issue.
