System Won’t Build Air

Hey everyone, 2007 International 9200 w/Cummins ISX. Air system was full of water and overbuilding pressure in both tanks. Drained system and cleaned all the lines out best I could, replaced air governor on compressor and installed a new air dryer and cartridge and still not wanting to build pressure. It’s now building about 50-60 in wet tank but hardly any in primary and I’m at a loss of what to do at this point. Any advice would be very much appreciated! Truck is killing me in repairs and downtime. Thank you!
