They aren’t the ones setting the liner protrusion or cutting the counterbore it’s being done by someone else. I suppose they were just measuring to get a rough idea how low they’ve gotten.

You can make excuses for them.. but I completely agree with the others there... Whoever tried to measure it like that should not be anywhere near an ISX,... its too precise of an engine for someone who is not trained to properly measure a critical height like a complete redneck fool!.

Not only that .. but you cannot check properly,.. if the liners have been danging/fretting in the block by measuring the height of the liners alone.

To check for fretting without removing the liners ... the head is off it, so - CLEAN UP THE BOTTOM OF THE DAM%MN HEAD AND USE A precision straight edge/ RAZOR-BLADE, etc. AND LIGHT SOURCE TO SEE IF THERE IS FRETTING ON THE BOTTOM OF THE HEAD!!!
