High fuel rail pressure.

Hello all, I am getting about 11,500 psi in my fuel rail at idle which I was told and even tested other trucks using insite who are getting about 8,000psi. I changed my fuel regulator/actuator (electric one on pump) and still have the same issue….. I know there’s a mechanical one on the pump and one on the front side of the fuel rail. Is there any more? Does anyone know what might be causing this issue? It’s a 2350 x15 stock everything. Thanks everyone
