I'd put my bet on this (but only as a major thorn in diagnostics):

The troubleshooting already done, swapping ECM to another truck = runs, kind of rules out ECM actuator drivers not working. Swapping actuators to other truck = truck runs, kind of rules out problems with the actuators themselves.

Now, one thing not checked - is wiring harness. If the leads are shorted/pinched for actuators, or any plethora of other systems resulting in a shut down condition, especially with a code blocked/hidden by bad programming, would make a guy bang his head on the wall for sure. Swapping hard parts to another truck, ECM, etc. wouldn't reveal that.
