Jake brake turbo settings/programming does not get altered on a good de-mandate program. Jake and turbo interaction should operate same as factory programming. If your jake is actually weaker than normal factory engine, then it could be several things.

== leaky injector.
== worn out or leaking Jake solenoids.
== ECM may not have the right dash/addresses in it to see the jake selection switch properly.
== wiring issues.
== leaking CAC system or exhaust manifold.
== partially clogged exhaust, which also causes lower than normal boost levels.
== oil pressures falling below 34~ish psi.
== valve train not adjusted properly.

Do an injector leak-down test on it. If injectors are leaky then the jake will also often be weaker, as it causes cylinders to partially fire from fuel leakage.

and as far as it not getting out of its own way.. that truck has horrible rear ends. That is its nature when someone tries to haul freight with a truck that is geared crappy like that. You could put 600+hp behind it and it would still be sluggish as a dog with garbage 3.08 rears that are not fit for even hauling flowers, nonetheless 80,000 lbs.
