Well, quick update. Mommaburt is out of the game but he came through and hooked me up with a guy he trusts for programing. I will be getting the new ECM in a few hrs and hopefully getting it programmed to know it was either the problem or it wasnt and its eliminated as a possibility.

Im not worried about throwing an ECM at this truck just because its 16 years old and needs replaced any way.

Further in to what else I've looked at. All wires that were originally on the starter did get put back on. Key on, everything clicks and does checks just as it should. Lift pump buzzes the full 2 minutes and shuts off. There is an inactive VGT code 2198 (1 count) after i had already deleted the inactive codes during this debacle today. I personally dont suspect this code to be a part of the problem. But i mention it for the full picture. I have tested with a voltage tester all fuses in the fuse panel at my feet. They are all ok. Is there another fuse somewhere on this truck for the ECM? I dont know. I know my old 06 international 9400i had some at the batteries but i dont see any on this truck
Keep in mind this thing ran flawlessly untill i shut it off at which time the starter wire obviously corrodid broke in transit. So i dont suspect any fuel issues.

Can this be something stupid? Absolutely.
