Most of the time, isues like that are tarnished fuses but have not blown.

Second to this would be anything installed into the vehicle that ties into the J1939 or other power wiring behind the dash... like added boost/pyro gauges, maybe radio that is not factory, etc.. and it acting up as it gets older.

It could be the gauge cluster itself, or the cabin controller,.. who knows.

you should also be able to go to Navistar's wwwsite and get the wiring diagram for the truck as well. Maybe that helps.
