The problem on this ended up being the aftermarket head gaskets. Slapped an OE head gasket on there and it sealed up. If someone else has these issues, please listen to Rawze and take his recommendations. There is no other way to rebuild a Cummins but with OE parts. This was an expensive learning experience.
