CM870 EGR Woes

I have a cm870 that is really spooling the turbo up at idle causing the egr valve to not be able to open because of the high manifold pressure. Could it possibly be too much air at the turbo controller? the turbo and egr valve pass the test in insite but will throw mechanical system not responding fault for the egr when it is idling.
