that sounds high to me. If the engine is cold, then maybe its in warm up mode, but I would thing it would be lower if the engine is fully warmed up.

A bad exh. pressure sensor can cause incorrect positioning, a bad Delta-P sensor can do it, a bad imap sensor can do it, or it could have a leak, or blockage in a pipe or crossover tube somewhere.

A plugged up dpf or other exhaust restriction can do it too.

The factory engine programming makes it sit in unpredictable positions based on all the data it is being fed. That is great if everything is perfect, but it can be bad if something is not quite right. It makes troubleshooting air and turbo related problems very difficult.
