This is gotta be my issue, but why?

Look for old hoses or air lines that may be leaky, etc.

The programming for the doser valve shows that the valve will not open unless there is at least 36 psi of "Air Push" pressure at the pump. I don't own one of these trucks, so I am not sure what they are referring to there. Programming also says something about 2 seconds on-time and 20 seconds off-time as the air purge cycle. Maybe what your seeing is this cycle repeating itself? .. unsure... just poking at it from the 10,000 foot viewpoint.
