About code Mid 128 Pid 157 Fmi 1

Hi I have 06 Volvo with Cummins ISX CM870 my problem is truck runs on high rpm can’t lower rpm runs between 1300 and 1500 rpm sometimes over 1500rpm only 1 code is coming up only when I drive 1/2 mile this code will popped up Mid 128 Pid 157 Fmi 1

if a metering actuator is leaky, they will rev up like that.

I ordered metering actuator but I’m not sure if that is my problem without computer it’s hard to diagnose a problem
