That does not mean anything.

Only turning the engine by hand and knowing how tight one usually is to turn will reveal how much resistance the engine has.

not really, as it varies widely while turning due to compression strokes, how fast you turn it by hand, etc.

I have turned a lot of engines by hand over the years. mostly due to showing people how to run their overhead valve adjustment, etc.

I found a bad washer on the pressure side of the transfer pump so I replaced the transfer pump while I was in there. It's still surging but not as bad and the water separator fills up alot faster seems like the surging gets worse the longer it runs. It's also loping at idle when it's cold. I'm fixing to pressure up the suction side and test for leaks now

I ran 3 more leak tests and it drops 1400 psi in 60 seconds all 3 times

If the electric pump is surging (ramping up and down) it is sucking air somewhere
