870 2006 fuel lift pump

I spent some time at the dealer, discussion ... things started to point towards the turbo being stuck, possible actuator valve . So I came home with the actuator valve and the air operated unit that supplies/ tells it to open close .Thats not the problem either . Actuator moves as well as the arm on the turbo. Its not stuck . I am dreaming .. could it be the ecm ?

maybe disconnect the exhaust behind the turbo and ensure there is not an exhaust blockage.

make sure there is no intake blockage too.
