30-35psi is also the max you want on a 2350 if it's not making the power is supposed to in that range then something is either wrong with the engine or wrong with the tuning.

Not derate I'm positive of that, it pulls fine until I start pulling some hills then fall on its face. I have to drop some times down to 10th in PA and WV pulling tanker, 18sp 550 hp 3.42 rears

I would definitely try another fuel pressure sensor or press relief valve . Or try that hill again and monitor insite at the same time to try and pinpoint problem.
