Yep, replace the head and inspect the internals while it's off. The new head will come with barrel/plunger assemblies pre-installed. You'll also need the head gasket. I just did this within the last year or so because of the same issue. There's no repairing, only replacement unfortunately. Judging off that video, it's been leaking for quite awhile.

It was a reman, couldn't get new at the time, still can't. It did have the dreaded low rail pressure code, just didn't come up on my telematics, looked at it today now for previously logged codes. Fuel economy was down for the last month, but it wasn't leaking until about 10-15 hours ago. It may have been dribbling before, but I'll be honest I didn't check. Over the course of the 4 hour shift it was on, it went from a slight leak, to what the video shows.
