RE: 2010 8.3 cummins problems
Sounds to me like what is known as "turbo-caugh" or "turbo-chuff".

This happens when the pressure is too much at the intake due to over-boosting. The excess pressure surge overcomes the turbo at some point, violently reversing the turbine blade, relieving it backwards thru the air intake. - It is extremely harmful to the turbo and eventually causes its demise.

START by doing a full EGR tune-up on the engine, cleaning out the EGR piping, EGR valve, replacing the EGR sensors and intake IMAP sensor, exhaust back-pressure sensor and checking its circuit that it is not clogged up, etc.

Also Replace the air cleaner, pressure test the intake, CAC, and EGR circuits for boost leaks.. check that the exhaust is not restricted or clogging up (DOC/DPF/SCR cans are not clogging up, face plugged, etc.)
