As far as the communications errors in your list there in regards to the turbo actuator.. Does the J1939 can-network #2 have 60 ohms on it properly when checking it at the "Weather-Pack" connector? ... or some other value?.

The needle on the turbo gauge goes up to about 15 psi and stops. Every once in a while it will go to around 30 which is the normal psi but will fluctuate back down and then go back up. Are you referring to the connector on the actuator? I checked the ohms between pin 3 and 4 and together they have 120 ohms Should I check the ohms between pin 2 and 3 for 60?

you did not listen to what I said.

plug everything back in... make sure the truck has been shut off for about 2 minutes.. CHECK THE RESISTANCE OF THE J1939 NETWORK AT THE "WEATHER-PACK" CONNECTOR... IT IS ON THE DRIVERS SIDE OF THE ENGINE...

You're referring to this connector correct? I checked the ohms between both wires and theres 120 ohms between the both of them.

..

Nope.. The Weather Pack connector on the CM871 is this one. It should only be checked after the engine/truck has been shut off after 2+ minutes or more and all communications has stopped...

the same connector on the CM2250 and newer engines... it is called the "Weather-Pack" connector...

It should read 60 ohms on an ohm meter. if it reads 120-ohms, then one of the terminating resistors (likely some idiot unplugging it down at the DPF cans by mistake), is missing and this created random turbo and other issues after a while.

Found the connector, it was hiding. My test leads were too thick and didn't want to damage the connector so I used paperclips.

Next this to do is a proper turbo inspection. Also look closely at the wiring to ensure there is not a broken or rubbed thru wire in the harness somewhere.

The wire loom to the turbo's speed sensor was melted off and some of the wire is exposed, do you think that wire touching the engine could throw the 2636 fault?

RE: VGT Actuator Issues
It wasn't the turbo's speed sensor. Curious if the slight voltage drop could give a hint as to where the short could be. I was looking at the data connected to the fault code and saw that Sensor Supply 2 isn't 5 volts.

RE: VGT Actuator Issues
The actuator was malfunctioning, I replaced it and there is no more issues. Thanks!
