New Block 5693740

Got a follow up question regarding the coolant flow through the engine blocks. If you order a brand new block these days it seems to sub up to part number 5693740 which from what ive noticed will pretty much fit any isx. It has the lower rear paralellogram shaped egr/coolant return port. But it also has the small 870 style egr coolant ports in the side of the block. The block kit come with a little bag of stainless frost plugs to use depending on your application. My question is this: this new block , the cooling flow issue that running with no egr cooler flow to rear cylinders must have been resolved in the casting?. Thus the need for either an egr cooler or thr cooler bypass kit is not required?. I was wondering because hypothetically if you installed an 870 egr cooler and blocked the paralellogram port, then the flow through the block must be suffucient?.
