Those are the same symptoms that happen when the engine cannot breathe properly .. especially the exhaust.

A). Disconnect the exhaust piping behind the turbo and see if it runs and idles up significantly better.

B). Next would be to also open up the exhaust manifold to let it breathe (before the turbo) and see if it runs and idles up significantly better. Open a gap between the exhaust manifold and the turbo and run it to see if it goes past 1,000 rpm, runs freely. If the turbo arm itself is locked up at 100% closed, it can cripple the exhaust flow.


C). Next would be to do the same for the Intake manifold at the head. - Make sure the intake is not blocked up / impacted with soot, etc. - Those smaller engines have intake heaters that sometimes get blocked up / sooted up real bad.

Also do a full EGR tune-up, cleaning out all piping + replace the IMAP and all other relevent sensors.. + ensure the egr valve is not stuck in the fully open position.
