X15 code 3382: EGR data valid but below normal

The egr cooler is still factory. I took out the EGR deltaP sensor and caps and blew through them. Little bit of soot, no restrictions. DPF deltaP lines are pretty clean. I unplugged the EGR valve, 14 pin aftertreatment crossover, and ECM harness. Contacts look clean. After all that, the EGR valve started working. EGR deltaP is reading 0-0.2 at idle.

But now my turbo actuator is sticking. Going to have to replace it I guess. Active code 5177. Truck isn't driveable now, lots of weird turbo noises when it sticks.
