ISX cm2350 low. power/poor. Fuel milage.

Okay I'm really frustrated now. I've been dealing with low power going uphills no matter what the weight is and my fuel mileage is in the toilet. What I've done so far:
Egr tuneup cleaned egr valve/cross over tube All new sensors seals, gaskets and clamps. The only thing I did not touch was the EGR cooler which I plan on doing when I get back home next week. I plan on cleaning it and putting new gaskets in clamps on. I also hear a whistling noise more like air coming through a small hole. I pressure tested my intake side of the engine and no leaks. Boost is at 30 when climbing and it holds on a long pull just no power even when my trailer is empty. I'm really trying to avoid going to the dealer especially my local dealership they are horrible. Any suggestions would be great.
Oh I almost forgot exhaust manifold gaskets are new as well. No codes are popping up. I do have Insite but I wouldn't know what to look for on there so any help would be appreciated. Truck is 2015 Prostar

30 psi of max boost is a little on the low side, should be around 32/33. Monitoring fuel state with C A L T E R M would tell you what's in control of the fueling, could be in a derate.

Does it have an aftermarket CAC on it?

Did you replace the IMAP sensor and the exhaust pressure sensor?

Replaced CAC last year with OEM.
I don't have CALTERM if someone can point me in the direction of where I can get it and PM me that would be greatly appreciated. I have replaced all sensors iMap and exhaust pressure included. This truck isn't demandated everything is stock I thought 30 PSI boost on a long climb is normal.

It could actually be boosting a bit higher, the gauge might be off by a little.

It's a glow shift boost gauge I installed about a year ago

2015 prostar = a CM2350 engine. It should be well above 30 psi boost in a hard pull. 34+ in fact, if not more.

like other said.. monitor the CBL_Fuel_State in calrerm an see what is holding it back.

I need to find CALrERM.. I thought once I got insite and DBL I wouldn't need anything else for diagnostics.
