Voltmeter is not going to tell if you get enough current. Voltmeter readings can be ok, but current can be lacking. Use real load like a bulb to test if is ok, sometimes indicator light bulb is so weak so I just use regular halogen bulb to test for main power and ground to ecm or turbo actuator.

What's the fuel pressure when cranking? Those fuel pump shafts have been known to break.

Didnt get to do all that had to have it towed off the interstate. Got it into a shop, diagnosing starts on Monday they said.

Another thing to add when I changed the fuse and cranked it for the third time; it stopped to turned over at a full rotation. It just did like a one bump then you could hear the starter tapping sound. Don’t know what’s that all about.

Hydralock?.

broken ring?.

Alternator siezing up?.

Maybe hydralock or alternator, For rings I just had the motor completely done 42k miles ago

Info about what it takes to properly rebuild those red engines.

Was cylinder head brand new OEM? Liners set to spec like mentioned here? Was the harmonic balancer replaced already? If not then engine is destined to fail sooner than later. If rod bearings were not done at 500 000 - 800 000 miles did somebody replace the rods due to rod bushing wear (almost nobody manages to properly replace rod bushings and hone them to spec nowadays, new rods may not be that expensive after all too compared to good machine shop and ).

ALSO very important!!! No regrinding of crankshafts (especially after bearing failure) on those motors since they have rolled radius fillets on crank journals and that fillet is really important for longevity + 99% of people who regrind crankshafts do not get them centered well enough to make them last. Reground cranks will either snap at webs OR develop cracks at journals, either way you are screwed.

Was done at Mr hagg. Everything newCummins. Head was brand also
