Does this program require a password or registration through a Cummins Dealer? Monthly subscription fee?

You should be good to go with the eBay kit, everything should be there for you to operate it out of the box without fees.

ya well iv got stil . but never got it downloaded...…..; so after a year I went to cumm at least it works
