RE: Why 20psi, not 15?? Stop over-thinking it,... because you want to always test it at the upper end of the expected surge pressure, not the cap relief pressure. If you get a bunch of leaks on it at 20 psi --- REPLACE WHAT FAILED! --- whatever fails was only going to put you on the side of the road in the near future.
