Can HP be turned up via insite? 2000 volvo 660 with N14?
Nope.....
So its gotta be done via Volvo software?
No, it has to be done with a cummins program called c@lterm. Don't ask where to get it, you'll have to find out for yourself. But even if you had it, you can't just backspace the 400 hp and type in 600hp. It's way way WAY more complicated than that. If your looking to have something like that done you should PM unilevers.
Yes it can with insite, but just like the ISX and others it depends on the CPL and what the rest of the drivetrain can handle.

I think this is slightly misleading. He's not gonna be able to do what he wants with just the insite program.
Insite can be used as long as a factory program of slightly higher HP is avail in that same tier engine/cpl + the programs are checked by someone and deemed to be 100% compatable.

A person is not likely to find say, a 600hp program for a 400hp engine using Insite, but bumping one up a little bit is very easily done in many cases using insite alone. Some related info...

I want to bump it from 430 up to 500 which I believe it can be done without changing anything other than programming
