Remove it, clean it thoroughly with carb cleaner, use some penetrating lubricant ONLY if required, while attempting to free it's movement, if it moves freely full travel after then no. Just clean out penetrating lubricant as the soot will love to stick to that, and reinstall. Test the actuator as well while removed to ensure it travels properly.
